PARADISE TOWNSHIP BOARD OF SUPERVISORS
WORK SESSION MINUTES
JUNE 4, 2018
5:00 P.M.


A work session of the Paradise Township Board of Supervisors was held at the Paradise Township Municipal Building, 5912 Paradise Valley Road, Cresco, PA.

PRESENT:  Gary Konrath, Peter Gonze, Reda Briglia, Charles Unangst and Solicitor Prevoznik.

Konrath called the work session to order at 5:00 p.m.

Mt. Airy #1, LLC
Notice of Violation

The Board discussed the Notice of Violation pursuant to Conditions 2 and 5 of the Conditional Use Decision and Adjudication Amendment #4 (Tent).  The traffic management plan, traffic analysis plan and the parking management plan have not be submitted and approved by the Board prior to Mt. Airy #1 holding concerts at the tent.
  
Belardi Letter/Request for Extension
Konrath stated that Attorney Belardi has submitted a letter requesting a time extension until June 18 to meet the requirements of the Conditional Use Decision and Adjudication Amendment #4 (Tent).

Traffic Analysis Study
Hanover Engineering’s review letter of the traffic analysis study dated June 4, 2018 was discussed.  The drop of service for the internal driveways was discussed.  The Board asked that the original conditional use decision be reviewed to see if a drop of service on the internal driveways or just the Township and PennDOT roads require no drop of service.  
 
Parking Management Plan
Hanover Engineering’s review letter of the parking management plan dated June 4, 2018 was discussed.  Gonze requested information on the cycle of the shuttles.  Solicitor Prevoznik recommended that the outdoor concert venue for 2,266 attendees be changed to meet the conditional use decision that the concert venue for 2,266 include not only the attendees but also everyone involved in the concert including the band, vendors, etc.  Dave Osborne stated that he would make this change.  It was also discussed that a paragraph be added stating that no construction vehicles are permitted it the parking lots per the conditional use decision.
 
Stream Monitoring

The stream monitoring report was discussed.  The emails between Frank Browne, F. X. Browne, and Jason Smith, Hanover Engineering were reviewed. 

Riparian Buffers
The revised riparian buffer plan was reviewed.

Matrix Update
Dave Osborne, Labella Associates, provided an updated matrix that was reviewed.

Konrath adjourned the work session at 5:56 p.m.
