PARADISE TOWNSHIP BOARD OF SUPERVISORS
WORK SESSION MINUTES
AUGUST 6, 2018
5:00 P.M.


A work session of the Paradise Township Board of Supervisors was held at the Paradise Township Municipal Building, 5912 Paradise Valley Road, Cresco, PA.

PRESENT:  Gary Konrath, Peter Gonze, Reda Briglia, and Solicitor Prevoznik.

Konrath called the work session to order at 5:00 p.m.

Nate Staruch – Monroe County Planning Commission/Senior Planner
Nate Staruch presented a power point presentation explaining the County’s Infrastructure Data Inventory Planning project (See Exhibit 1).  Mr. Staruch stated that the infrastructure inventory could include utilities, transportation, and services infrastructure.  The infrastructure data could then be added to the existing GIS data to give the Township a better tool for future development.    
 
Audit
Ellen Gnandt, CPA, was present to answer any questions on the draft 2017 DCED audit.  Ms. Gnandt explained the assets which included cash and investments as well as fixed assets.  Konrath asked if there were any findings on the audit.  Ms. Gnandt stated there were no adverse findings. 
 
Friendly Community Center
Nancy Hooke, Blake Martin and Deb Boyle, Friendly Community Center Board Members, were present to discuss the current social services agreement, specifically for the need for an annual audit.  Ms. Hooke made two announcements of upcoming events.  Look at the Stars at Skywood Park on August 9 from 8:30 to 10:00 p.m. and Plan for Clean Water presented by the Brodhead Watershed Association on August 13 at 7:00 p.m.  Ms. Hooke stated that she previously submitted information that in 2018, the Bureau of Charitable Organizations, increased the threshold for the annual audit requirements to $750,000.00.  Ms. Hooke explained that the FCC would prefer to do a review of financial statements which would include a supplemental schedule which discloses the use of Paradise Township’s funds for specific programs and their associated costs.   Deb Boyle, CPA and member of the FCC, explained that the review of financial statements would provide the Township with the necessary documentation of the annual appropriation.  The Board asked the FCC to draft an addendum for the Board’s consideration.
