PARADISE TOWNSHIP BOARD OF SUPERVISORS
ORGANIZATION MEETING – JANUARY 7, 2019


The annual organization meeting of the Paradise Township Board of Supervisors was called to order at 5:00 p.m. on Monday, January 7, 2019 by Konrath.

The Pledge of Allegiance was recited.  

Public Comment Statement
Konrath read the public comment statement “Ladies and gentlemen, before the Board of Supervisors votes on any matter, the Board will allow for public comment on that particular item.  If you wish to be heard at that time, please raise your hand, and you will be recognized.  A public comment period will be held at the end of the regular agenda for any other business.”  
Konrath stated that the meeting is being recorded for the limited purpose of preparing the official minutes.

Upon a motion by Gonze, seconded by Briglia, Konrath was elected Temporary Chairman.  
Motion carried 3-0.

Konrath opened the floor for nominations for Chairman of the Board of Supervisors.  Upon a motion by Gonze, seconded by Briglia, Konrath was elected Chairman of the Board of Supervisors.
Motion carried 3-0.

Upon a motion by Briglia seconded by Konrath, Gonze was elected Vice-Chairman of the Board of Supervisors.
Motion carried 3-0.

Upon a motion by Gonze, seconded by Konrath, Briglia was appointed Township Secretary.
Motion carried 3-0.

Upon a motion by Gonze, seconded by Briglia, Tina Transue was appointed Assistant Township Secretary.
Motion carried 3-0.

Upon a motion by Gonze, seconded by Konrath, Briglia was appointed Township Treasurer.
Motion carried 3-0.

Upon a motion by Gonze, seconded by Briglia, Tina Transue was appointed Assistant Township Treasurer.
Motion carried 3-0.

Upon a motion by Gonze, seconded by Briglia, it was approved to renew the Treasurer's Bond and the Assistant Treasurer’s Bond each at $4,000,000.00
Motion carried 3-0.

Upon a motion by Gonze, seconded by Konrath, the Treasurer and/or Assistant Treasurer are authorized to pay the payroll, payroll taxes, and invoices that become due (such as insurances, utilities, reimbursements, or any invoices with a discount) with said expenses to be confirmed at the subsequent regular meeting of the Board of Supervisors.
Motion carried 3-0.

Upon a motion by Gonze, seconded by Konrath, the Board affirmed that Reda Briglia is a supervisor/employee, employed as Executive Secretary.
Motion carried 3-0.

Upon a motion by Gonze, seconded by Konrath, Michael Mader was appointed Roadmaster.
Motion carried 3-0.

Upon a motion by Gonze, seconded by Briglia, Sewage Enforcement Officers certified by the Pennsylvania Department of Environmental Protection employed by Hanover Engineering, were appointed Township Sewage Enforcement Officer at the Township’s existing sewage disposal fee schedule.  
Motion carried 3-0.

Upon a motion by Gonze, seconded by Konrath, Jeryl Reinhart was reappointed Alternate Sewage Enforcement Officer, as needed, at the same rate at the Township’s existing sewage disposal fee schedule.  
Motion carried 3-0.

Upon a motion by Gonze, seconded by Konrath, Debra Brady was reappointed Township Zoning Officer with a 2 % raise to $29.76 per hour.
Motion carried 3-0.

Upon a motion by Gonze, seconded by Briglia, Hanover Engineering, was appointed as Assistant Zoning Officer at $85.25 an hour per Hanover Engineering’s fee schedule (See Exhibit 1).  
Motion carried 3-0.

Upon a motion by Gonze, seconded by Konrath, Building Inspection Underwriters, Inc. was reappointed as the Building Code Official per Building Inspection Underwriters, Inc. fee schedule.  (See Exhibit 2).
Motion carried 3-0.

Upon a motion by Gonze, seconded by Konrath, Attorney Prevoznik was reappointed as Township Solicitor at the rate of $190.00 and paralegal at $90.00 an hour.
Motion carried 3-0.
Upon a motion by Briglia, seconded by Gonze, the Board approved signing the retention letter submitted by Solicitor Prevoznik.
Motion carried 3-0.
    
Upon a motion by Briglia, seconded by Gonze; Cramer, Swetz, & McManus, P.C., with Attorney Timothy McManus as the primary attorney, was reappointed Township Planning Commission Solicitor at the rate of $190.00 an hour.
Motion carried 3-0.

Upon a motion by Gonze, seconded by Briglia; Flamm Walton, P.C., with Attorney Thomas Heimbach as the primary attorney, was reappointed special counsel for personnel matters at the rate of $250.00 an hour.
Motion carried 3-0.

Upon a motion by Briglia, seconded by Gonze, Attorney Joseph McDonald, Jr. was reappointed special counsel to the Zoning Officer at the rate of $200.00 an hour.
Motion carried 3-0.

Upon a motion by Briglia, seconded by Konrath, Hanover Engineering with Charles Unangst as the main contact, was reappointed as Township Engineer at their current fee schedule as submitted except for the Sewage Enforcement rate (See Exhibit 3).
Motion carried 3-0.

Upon a motion by Briglia, seconded by Gonze, Linder Engineering was reappointed as Alternate Township Engineer at their current fee schedule as submitted.  (See Exhibit 4)
Motion carried 3-0.

Upon a motion by Briglia, seconded by Konrath, Riley and Associates was appointed as the Township's accounting firm and QuickBooks specialist at their current fee schedule as submitted (See Exhibit 5).
Motion carried 3-0.

Upon a motion by Briglia, seconded by Gonze, the Board approved signing the retention letter submitted by Riley and Associates.
Motion carried 3-0.

Upon a motion by Briglia, seconded by Gonze, Ellen Gnandt M.B.A. C.P.A., LLC was appointed to complete the 2018 Municipal Annual Audit and Financial Report (DCED-CLGS-30) per her engagement letter for $3,250.00 (See Exhibit 6).
Motion carried 3-0.
Upon a motion by Briglia, seconded by Gonze, the Board approved signing the engagement letter as submitted and paying the retainer of $1,000.00.  
Motion carried 3-0.

Upon a motion by Gonze, seconded by Konrath, Shawn Garber was reappointed to the Vacancy Board.
Motion carried 3-0.

Upon a motion by Briglia, seconded by Gonze, Cynthia Cook was reappointed as Paradise Townships’ representative to the Board of the Barrett Paradise Friendly Library for 2019.
Motion carried 3-0.

Upon a motion by Gonze, seconded by Briglia, Konrath was reappointed as Paradise Townships’ representative to the Board of the Barrett Paradise Friendly Library for 2019.
Motion carried 3-0.

Upon a motion by Gonze, seconded by Briglia, Robbin Morgan was reappointed to a 3-year term on the Zoning Hearing Board.
Motion carried 3-0.

Upon a motion by Gonze, seconded by Briglia, Joseph Greco was reappointed to the Planning Commission for a 4-year term.   
Motion carried 3-0.

Upon a motion by Gonze, seconded by Briglia, Carol Hillestad was reappointed to the Environmental Advisory Council for a 3-year term.
Motion carried 3-0.

Upon a motion by Gonze, seconded by Briglia, Gary Konrath was reappointed to the Environmental Advisory Council for a 3-year term.
Motion carried 3-0.

Upon a motion by Gonze, seconded by Briglia, Konrath was reappointed as Chair of the Environmental Advisory Council for 2019.
Motion carried 3-0.

Upon a motion by Gonze, seconded by Briglia, Joseph Greco was reappointed to the Paradise Township Park and Recreation Committee for a 5-year term.  
Motion carried 3-0.

Upon a motion by Gonze, seconded by Briglia, Domenick DiPaolo and Bill Raczko were reappointed to the Uniform Construction Code Board of Appeals.   
Motion carried 3-0.

Upon a motion by Gonze, seconded by Konrath, Briglia was reappointed as the representative to the Monroe County Tax Collection Committee (Act 32) for 2019.
Motion carried 3-0.

Upon a motion by Gonze, seconded by Briglia, Michael Mader was reappointed as the alternate representative to the Monroe County Tax Collection Committee (Act 32) for 2019.
Motion carried 3-0.

Upon a motion by Briglia, seconded by Konrath, Gonze was reappointed to the Pocono Mountain Regional Emergency Medical Services for a 1-year term.
Motion carried 3-0.

Upon a motion by Gonze, seconded by Briglia, Margaret Mazza was reappointed to the Pocono Area Recreation Commission as the member at large for a term of 2-year term.
Motion carried 3-0.

Upon a motion by Briglia, seconded by Konrath, Gonze was reappointed to the Paradise Price Preserve Committee for 1-year.
Motion carried 3-0.

Upon a motion by Gonze, seconded by Briglia, Shawn Garber was reappointed to the Paradise Price Preserve Committee for 1-year.
Motion carried 3-0.

Upon a motion by Gonze, seconded by Briglia, Logan Evans, was appointed as the designee for fireworks display inspector.
Motion carried 3-0.

Upon a motion by Gonze, seconded by Briglia, PLGIT, NBT, ESSA, and PNC were named as depositories for Township funds.  
Motion carried 3-0.

Upon a motion by Briglia, seconded by Gonze, the Supervisors’ Work Sessions and Regular Meetings were scheduled for 5:00 p.m. and 6:00 p.m. respectively for the first and third Monday of each month with the following changes; February 18 (President's Day) meeting was rescheduled to February 20, May 20 (Primary Election Day May 21) meeting was rescheduled to May 22, September 2 (Labor Day) was rescheduled to September 4, and the November 4 (General Election Day November 5) meeting was rescheduled to November 6.

Upon a motion by Briglia, seconded by Konrath, Gonze was designated as the representative to the Pocono Mountain Volunteer Fire Company for 2019.
Motion carried 3-0.

Upon a motion by Briglia, seconded by Gonze, the Pocono Mountain Volunteer Fire Company contract for 2019 was preapproved not to exceed $40,000.00.  
Motion carried 3-0.
Upon a motion Gonze, seconded by Konrath, the payment to the Pocono Mountain Volunteer Fire Company is contingent on receiving the financials showing the expenditure of the 2018 contribution.  
Motion carried 3-0.

Upon a motion by Gonze, seconded by Briglia, the pro-rated amount for the Pocono Mountain Volunteer Fire Company's workers compensation was approved to be reimbursed to Mt. Pocono Borough.  
Motion carried 3-0.

Upon a motion by Gonze, seconded by Briglia, Michael Mader was reappointed as representative for the Pocono Mountains Council of Governments for 2019.
Motion carried 3-0.

Upon a motion by Briglia, seconded by Gonze, Chad Nauman was appointed as alternate representative for the Pocono Mountains Council of Governments for 2019.
Motion carried 3-0.

Upon a motion by Gonze, seconded by Briglia, Tina Transue was approved to attend the PSATS Convention as a delegate and the voting member.  
Motion carried 3-0.

Upon a motion by Gonze, seconded by Konrath, Logan Evans letter of resignation as the Emergency Management Coordinator, was accepted contingent on the appointment of a successor.  
Motion carried 3-0.

Upon a motion by Gonze, seconded by Briglia, Kevin Transue was nominated as the Emergency Management Coordinator subject to appointment by the Governor.
Motion carried 3-0.
 
Upon a motion by Gonze, seconded by Briglia, Kevin Transue was approved to attend the PSATS Convention as a delegate contingent on approval pending.
Motion carried 3-0.

Upon a motion by Gonze, seconded by Konrath, Briglia was reappointed as the Official Contact Person of the Township for the PSATS CDL Drug and Alcohol Random Testing Program.
Motion carried 3-0.

Upon a motion by Gonze, seconded by Konrath, non-unionized employees will receive paid holidays as per the union contract.
Motion carried 3-0.

Upon a motion by Gonze, seconded by Briglia, it was approved to set the mileage rate at the IRS rate at the time of travel.
Motion carried 3-0.

Upon a motion by Gonze, seconded by Briglia, the Organization Meeting was adjourned at 5:43 P.M.
