SPECIAL JOINT MEETING MINUTES
MAY 21, 2018
5:00 P.M.


A special meeting of the Paradise Township Board of Supervisors and Planning Commission was held at the Paradise Township Municipal Building, 5912 Paradise Valley Road, Cresco, PA.

PRESENT:  Gary Konrath, Peter Gonze, Reda Briglia, and Solicitor Prevoznik for the Board of Supervisors.  David Brown, Joan Montgomery, Joseph Greco, and Solicitor McManus for the Planning Commission.  

Konrath called the special meeting to order at 5:02 p.m.

Code of Ordinances
Brady had previously submitted Schedule 1, revised Chapter 1, revised Chapter 40, and revised Chapter 160 to the Board of Supervisors and Planning Commission.  Brady referred to Schedule 2, 3 and 4.  Brady stated that Chapter 160 was revised to include 160-12 A., special land use requirements for all new uses.  Brady explained that including all requirements in Chapter 160-12 A. would allow these requirements to be omitted under each individual use in Chapter 160-12 B.  There was discussion on Chapter 160-12 A. (8):
    All new use applications shall include an anticipated number of vehicular trips per day in and out of the new facility.  Any/all applications that anticipate in excess of _____ trips per day shall, regardless of designation in Schedule 1, be required to obtain a Conditional Use Permit, and shall be required to perform a Traffic Study in compliance with §160-20 prior to approval.
Brady will continue to work with Mr. Unangst regarding the number of trips per day. 

There was discussion on Schedule 1 regarding Conditional Uses.  Solicitor Prevoznik and Solicitor McManus discussed the difference between Conditional Uses and Special Exceptions.  The Board will look at the uses requiring a Conditional Use hearing.  Gonze requested that Schedule 1 be color coded for each category showing prohibited, permitted, conditional use, and Resort Overlay District.  

The Board and Planning Commission agreed that the format for Chapter 160 is acceptable and Brady will continue to work with Solicitor Prevoznik and Solicitor McManus on Chapter 160.

A tentative joint special meeting was scheduled for the second Board of Supervisor meeting in July (July 16 @ 5:00 p.m.)
