REGULAR MEETING MINUTES
JULY 20, 2020

Call to Order
Chair Konrath called the meeting to order at 6:03 p.m.
Konrath read the public comment statement “To meet the requirements established by the Office of Open records for virtual meetings, this meeting shall be audio and video recorded via GoToMeeting.com from the initial announcement of the meeting till its end with the exception of the executive session if any, which shall not be recorded. Ladies and gentlemen, before the Board of Supervisors votes on any  matter, the Board will allow for public comment on that particular item.  If you wish to be heard at that time, please raise your hand and we will also watch for you on chat, and you will be recognized.”

Approval of Minutes
Motion: Gonze moved and seconded by Briglia to approve the June 29, 2020 Board of Supervisors regular business meeting minutes as presented.
Motion carried 3-0.

Treasurer’s Report
Transue read the Treasurer’s Report.
Motion: Briglia moved and seconded by Gonze to approve the July 20 Treasurer’s Report.
Motion carried 3-0.

Unfinished Business
Citizen of the Year – The Board discussed nominating the group of individuals that volunteered to step in the role of poll workers for the June 2, 2020 election for the Citizens of the Year. Gonze stated that without their actions Paradise Township would not have been able to hold the election for Paradise Township residents.
Motion:  Gonze moved and seconded by Konrath to nominate the following individuals to include Robert MacDonald, Krista Martin, Chris Merli, Cassidy Reed, Luis Santos, and Zachary Transue as the Citizens of the Year for their actions of volunteering as poll workers for the June 2, 2020 elections when the regular Election Board was unable to work due to COVID-19 Pandemic concerns.
Motion carried 3-0.
Crack Seal and Line Painting – The Board reviewed the three quotes received by Roadmaster Mader for crack sealing, sealcoating and line painting for the Paradise Township Municipal Parking Lot, Paradise Township Firehouse Parking Lot, The Roof Park Pavilion and Basketball Court and Paradise Township EMS Station. Pocono Spray Patching, Inc. quoted $18,819.00, R.R. Wilmot quoted $24,270.00 and Anthony Guiliano Contracting, Inc. quoted $27,700.00.
Motion: Gonze moved and seconded by Briglia to award the project to Pocono Spray Patching, Inc. in the amount of $18,819.00.
Motion carried 3-0.

New Business
Community Day –The Board discussed whether to hold Community Day this year or cancel it due to COVID-19 Pandemic concerns such as proper social distancing and number of attendees able to gather at one time.
Motion:  Gonze moved and seconded by Konrath to cancel Community Day scheduled for September 13, 2020 due to COVID-19 concerns and restrictions.
Motion carried 3-0.
Change Polling Place to Paradise Township Fire Station – Konrath stated that the Township is looking to change the polling place from the Paradise Township Building to the Paradise Township Fire Station for the November 2020 election due to needing more room to maintain the CDC’s guidelines for social distancing. Logan Evans was present and stated that he did not believe there would be any issues with that and that he gave Transue the contact information for Randy Altemose, Chairman of the fire company Board of Directors who is in charge of the building usage requests.
Motion: Gonze moved and seconded by Briglia to move the polling place from the Paradise Township Building to the Paradise Township Fire Station pending approval from the Monroe County Board of Elections.
Motion carried 3-0.
Resolution 05-2020/Application for Traffic Calming Signal Approval for Route 191 near Cranberry Creek Road – The Board reviewed the application for Traffic Signal Approval completed by James Milot, Hanover Engineering to be submitted to PennDOT for permits to install, operate and maintain Radar Speed Signs on Route 191, approximately 590’ north and south of Cranberry Creek Road. Mr. Milot also drafted Resolution 05-2020 to be approved by the Board to authorize and direct Tina Transue, Executive Secretary of Paradise Township to submit the Application for Traffic Signal Approval to the Pennsylvania Department of Transportation and to sign the Application on behalf of Paradise Township.
Motion: Gonze moved and seconded by Konrath to approve Resolution 05-2020 to authorize and direct Tina Transue, Executive Secretary of Paradise Township to submit the Application for Traffic Calming Signal Approval to the Pennsylvania Department of Transportation and to sign the Application on behalf of Paradise Township.
Motion carried 3-0.
Resolution 06-2020/Application for Traffic Calming Signal Approval for Route 191 near Browns Hill Road – The Board reviewed the application for Traffic Signal Approval completed by James Milot, Hanover Engineering to be submitted to PennDOT for permits to install, operate and maintain Radar Speed Signs on Route 191, approximately 420’ north and south of Browns Hill Road. Mr. Milot also drafted Resolution 06-2020 to be approved by the Board to authorize and direct Tina Transue, Executive Secretary of Paradise Township to submit the Application for Traffic Signal Approval to the Pennsylvania Department of Transportation and to sign the Application on behalf of Paradise Township.
Motion: Gonze moved and seconded by Konrath to approve Resolution 06-2020 to authorize and direct Tina Transue, Executive Secretary of Paradise Township to submit the Application for Traffic Calming Signal Approval to the Pennsylvania Department of Transportation and to sign the Application on behalf of Paradise Township.
Motion carried 3-0.
Pocono Mountain Volunteer Fire Company – Konrath stated that Paradise Township received a letter from Logan Evans, Fire Chief in regards to loss of funds this year because of the cancellation of their yearly fundraising carnival due to COVID-19 Pandemic social distancing guidelines. The Board discussed an additional appropriation to the PMVFC.
Motion:  Briglia moved and seconded by Konrath to approve an additional appropriation to Pocono Mountain Volunteer Fire Company in the amount $20,000.00 to be drawn from the Local Services
Tax account.
Motion carried 3-0.
Logan Evans requested that one or more of the Board of Supervisors present the check at an upcoming PMVFC business meeting if possible.

Planning Commission Items
Fowl and Small Game Ordinance – The Board discussed the Ordinance that was sent back from the Planning Commission. The Board had reservations on the language in the ordinance and is sending it to Solicitor Prevoznik to rework the ordinance for the Board’s approval before sending back to the Planning Commission.
Motion: Gonze moved and seconded by Konrath to send the Fowl and Small Animal Ordinance to Solicitor Prevoznik to be reworked.
Motion carried 3-0.

Reports

Solicitor – Solicitor Prevoznik stated that he has had no response to his letter submitted to American Legal.
Solicitor Prevoznik stated that the Audit Management Letter dated May 4, 2020 by Ellen Gnandt, CPA was ready to be signed and returned to Ellen Gnandt. Solicitor Prevoznik stated that he was ready to file the Landowner Authorizations for the Red Rock Road Project.Solicitor Prevoznik also stated that he was going to schedule a conference call with Brick Linder and Samantha Jacovitch from Linder Engineering to discuss the Seven Pines Park Grant. Solicitor Prevoznik stated that he needed a motion to approve the Tarpon Towers Developers Agreement and Stormwater Agreement. Solicitor Prevoznik explained that he and Charles Unangst were waiting on more information in reference to the agreements.
Motion: Gonze moved and seconded by Briglia to approve the Developers Agreement and the Stormwater Agreement for Tarpon Towers contingent upon the Solicitor and Engineer’s review and approval.
Motion carried 3-0.

Engineer – Mr. Unangst stated the window for the front foyer was lowered to meet ADA requirements.

Correspondence/Miscellaneous
Konrath stated that he received a formal complaint from a resident concerning the road crew cutting bushes that were possibly on private property while trimming the shoulders of the roads.

Other Business/Public Comment
Resident Russell Horn was present by telephone and introduced Bill Simolike who had a question regarding the Red Rock Road Project. Konrath and Gonze explained the scope of the project to Mr. Simolike. Konrath stated that Mr. Simolike could come to the Township Building and review a copy of the plans/design documents for the project.
