PARADISE TOWNSHIP BOARD OF SUPERVISORS
REGULAR MEETING MINUTES
DECEMBER 16, 2019


Call to Order
Chair Konrath called the meeting to order at 6:03 p.m.   

Roll Call

Pledge of Allegiance
Konrath led the Pledge of Allegiance to the Flag.   
                             
Public Comment Statement
Konrath read the public comment statement “Ladies and gentlemen, before the Board of Supervisors votes on any matter, the Board will allow for public comment on that particular item.  If you wish to be heard at that time, please raise your hand, and you will be recognized.  A public comment period will be held at the end of the regular agenda for any other business.”
Konrath stated that the meeting is being recorded for the limited purpose of preparing the official minutes.

Approval of Minutes
Motion: Gonze moved and seconded by Konrath to approve the December 5, 2019 Board of Supervisors regular meeting minutes as presented.
Motion carried 3-0.

Treasurer’s Report
Transue read the Treasurer’s Report.
Motion:  Gonze moved and seconded by Konrath to approve the December 16 Treasurer’s Report as presented.
Motion carried 3-0.

Work Session Items
Konrath stated that the Board discussed the Burn Ordinance. It was decided that more information was needed and that perhaps looking at other township’s burn ordinance would be helpful. Pocono Mountain Volunteer Fire Company made a presentation regarding future funding.
No decisions were made.

Unfinished Business
Cleaning Services – The Board discussed the rates from the two services that were verified as asked at the last meeting. Jessica Covington from Pocono Services was in attendance who also submitted a proposal that was received after the last meeting.
Motion: Briglia moved and seconded by Gonze to hire Crunchy Cleaning by Kathy for a fee of $110.00 per cleaning which includes both the municipal building and also the maintenance office building bi-weekly for a total of $220.00 per month.
Motion carried 3-0.
Timber Hill Community – Briglia gave a report of her investigation into if there was a developer’s agreement with the Township for the Timber Hill Community. Briglia stated that she looked back in the minutes going back to 1976 and could not find that there was an agreement. Briglia stated that the minutes only refer to a subdivision ordinance that was in place at the time of developing the Timber Hill Community. Solicitor Prevoznik stated that John Dennis, Engineer from RKR Hess signed off on all plans at the time of development.
Solicitor Prevoznik also reported that he is obtaining a search of titles for properties adjoining the roads in Wyndham Hills.  He is looking for the properties which could be connected to the access roads to determine whether the Township has easements connected to  access roads from Wyndam Hills to Township roads.
Growing Greener Grant Bid – Briglia stated she has received all landowner agreements required to move forward with the Growing Greener Grant. Briglia stated that Solicitor Prevoznik can now have the agreements recorded. Briglia stated that Skelly and Loy have completed the bid package however she had not wanted to have Solicitor Prevoznik review the bid package or insurance documents until the landowner agreements were in place.
Motion: Gonze moved and seconded by Konrath to have Solicitor Prevoznik review the bid package and insurance documents for the Growing Greener Grant.
Motion carried 3-0.
Motion: Gonze moved and seconded by Konrath to have Solicitor Prevoznik record the landowner agreements associated with Growing Greener Grant.
Motion carried 3-0.

New Business
Right to Know Officer – Transue needs to be appointed as the Right to Know Officer for Paradise Township to replace Briglia.
Motion: Briglia moved and seconded by Gonze to appoint Transue as the Right to Know Officer for Paradise Township.
Motion carried 3-0.

Monroe County Census Meeting – Transue stated that the Monroe County Planning Commission was holding a “kick off” meeting for the 2020 Census. Transue questioned whether she or Ingrid DeWitt should attend. Transue stated that the meeting was to be held on Thursday, December 19th at Monroe County Control Center from 10:00 a.m. to 12:00 p.m. Gonze stated that either Transue or DeWitt should attend.

Planning Commission Items
Burn Ordinance – Konrath stated the Board discussed looking at other municipality’s ordinances for guidance on the language for the Burn Ordinance.
Reports
Solicitor – Solicitor Prevoznik stated that he looked over the Civics Plus agreement and contacted Konrath with a markup of the agreement with his notes stating his concerns with the agreement. Gonze stated he would go over the agreement and contact Civics Plus with any concerns the Township has with the agreement.
Engineer – Engineer Unangst reported on the progress of the salt shed building. Unangst also reported on the progress of the parts needed for the front foyer. Unangst stated that Mt. Airy did submit the as built plan as required for the release of their bond however he has not yet looked them over yet to compare them to the existing plans. He will forward a letter to the Township as soon as the review is complete. Unangst questioned whether the bond should be released because there were several items that were not yet completed by Mt. Airy. Solicitor Prevoznik stated he would look at the Matrix for Mt. Airy along with his notes from his previous meeting with Mt. Airy personnel and draft a letter to Mt. Airy.

Correspondence/Miscellaneous
PA Game Commission - Konrath reported the Township received a notice from the PA Game Commission stating that there will be a temporary bridge built on the state game lands No. 221, UT Paradise Creek. There was discussion as to whether the Game Commission would need to obtain a permit from the Township as part of the work that they were planning. Briglia stated she would forward the letter to SFM Consulting.

There was no further business or public comment.
