REGULAR MEETING MINUTES
APRIL 15, 2019

Call to Order

Chair Konrath called the meeting to order at 6:03 p.m.   

Roll Call
Officials Present:

Pledge of Allegiance
Konrath led the Pledge of Allegiance to the Flag.   
                             
Public Comment Statement
Konrath read the public comment statement “Ladies and gentlemen, before the Board of Supervisors votes on any matter, the Board will allow for public comment on that particular item.  If you wish to be heard at that time, please raise your hand, and you will be recognized.  A public comment period will be held at the end of the regular agenda for any other business.”
Konrath stated that the meeting is being recorded for the limited purpose of preparing the official minutes.

Approval of Minutes
Motion: Gonze moved and seconded by Konrath to approve the April 1, 2019 Board of Supervisors regular meeting minutes as presented.
Motion carried 3-0.

Treasurer’s Report
Briglia submitted the Treasurer’s Report.
Motion:  Gonze moved and seconded by Konrath to approve the treasurer’s report as presented.
Motion carried 3-0.


Unfinished Business
Act 537 Update
Konrath acknowledged that the Township received an updated anticipated schedule for the various steps required for the preparation of the Act 537 Plan Update from Steven Dellinger, Hanover Engineering. 
Route 191 Electronic Speed Signs Update
Briglia will follow-up with Charles Unangst on a written estimate to install electronic speed signs on Route 191.
Rogue’s Path Sign Update
Briglia stated that a letter is required by PennDOT stating that the Township will purchase, erect, and maintain the side road warning sign on Route 191 and Rogue’s Path. After PennDOT receives the letter PennDOT will issue the permit including a sketch of where the signage shall be installed.
Motion:  Gonze moved and seconded by Konrath to move forward with obtaining the permit from PennDOT for the side road warning sign on Route 191 and Rogue’s Path.
Motion carried 3-0.
Hoop/Schilling Complaint Letters
Konrath stated that he had met with Mrs. Hoop last week regarding parking in the cul-de-sac on Saunders Court.  The Board discussed the current ordinances and what the Township can and cannot enforce.  After further discussion Gonze stated that he would speak with the Fire Chief and Emergency Management Coordinator regarding the safety issues of having a car parked in the cul-de-sac.              
Zoning Officer Interviews
Konrath stated that the Board interviewed a firm and an individual for the position of Zoning Officer.  The consulting services agreement provided by SFM Consulting was discussed.  Gonze inquired if the Township can request information from SFM Consulting on their financial stability.  After further discussion, Briglia was asked to follow-up on some of the references given by SFM Consulting.  The Board also discussed re-advertising the Zoning Officer position in either the Morning Call or the Scranton Times as a part-time position and on the web on Indeed and possibly on the PSATS web page.    
Motion:  Gonze moved and seconded by Konrath to approve advertising for a part-time Zoning Officer in either the Morning Call or Scranton Times and on Indeed, and the PSATS web page.
Motion carried 3-0.

New Business
Rotary Club/”Banners Throughout Barrett”
The Board discussed the letter received from the Rotary Club regarding banners for “Hometown Hero” that would be purchased by residents in honor of local veterans and hung from utility poles.  The Board decided not to participate in the “Banners Throughout Barrett”. 
L-Shaped Desks
Konrath stated that the office staff has requested to purchase L-shaped desks.
Motion:  Gonze moved and seconded by Konrath to purchase two L-shaped desks for up to $1,000.00 each.
Motion carried 3-0.

Planning Commission Items
Most Holy Trinity Parish/Lot Consolidation Plan
Briglia stated that the Township is waiting to receive further information from the Most Holy Trinity Parish.

Reports
Solicitor – Solicitor Prevoznik stated that he has not received any replies from the emails he sent to Attorney Belardi regarding an updated matrix and decibel level testing for their concerts at Mt. Airy Casino.  Solicitor Prevoznik stated that he is working the on Conditional Use Decision for Tarpon Towers.  Solicitor Prevoznik also reported that he would be meeting with Attorney McManus regarding the Wireless Communication Facility, Nuisance, and Traffic Impact proposed ordinances.     

Correspondence/Miscellaneous
Medico Government Day 
The Board discussed the roadcrew attending the Medico Government Day.
Motion:  Gonze moved and seconded by Gonze to approve the roadcrew attending the Medico Government Day on May 15 and that no overtime should be accrued.
Motion carried 3-0.

Other Business/Public Comment
Seasonal Employees
Konrath stated that Mike Mader and he interviewed a person for the seasonal labor position.  Konrath stated that the seasonal laborers would be hired for approximately eight (8) weeks for the trails on the open space properties.
Motion:  Konrath moved and seconded by Gonze to hire two seasonal laborers for the open space properties to be paid out of the open space fund.
Motion carried 3-0.
Konrath stated that he has asked Mike Mader to order fluorescent t-shirts for the laborers and recommended that the Township also reimburse the seasonal laborers for safety shoes per the union contract.
Motion:  Briglia moved and seconded by Gonze to purchase fluorescent t-shirts for the laborers and reimburse the seasonal laborers for safety shoes per the union contract.
Motion carried 3-0.
Motion:  Gonze moved and seconded by Konrath to hire two seasonal laborers, hours to be determined at the rate of $15.00 per hour with no benefits starting in May for approximately eight (8) weeks.
Motion carried 3-0.
Motion:  Briglia moved and seconded by Gonze to rehire Douglas Leies as a seasonal laborer.
Motion carried 3-0.
Motion:  Briglia moved and seconded by Konrath to hire Devyn Papa as a seasonal laborer.
Konrath-aye, Briglia-aye, Gonze-abstained.  Gonze abstained since Devyn Papa is his nephew-in-law.

Motion:  Briglia moved and seconded by Gonze to adjourn the meeting at 7:18 p.m.
