REGULAR MEETING MINUTES
JUNE 3, 2019

Call to Order

Chair Konrath called the meeting to order at 6:00 p.m.

Pledge of Allegiance
Konrath led the Pledge of Allegiance to the Flag.   
                             
Public Comment Statement
Konrath read the public comment statement “Ladies and gentlemen, before the Board of Supervisors votes on any matter, the Board will allow for public comment on that particular item.  If you wish to be heard at that time, please raise your hand, and you will be recognized.  A public comment period will be held at the end of the regular agenda for any other business.”
Konrath stated that the meeting is being recorded for the limited purpose of preparing the official minutes.

Approval of Minutes
Motion: Gonze moved and seconded by Konrath to approve the May 22, 2019 Board of Supervisors regular meeting minutes as presented.
Motion carried 3-0.

Work Session Items
Konrath stated that there was no work session held this evening. 

Unfinished Business
Salt Mixing Building
Konrath stated that the bids for the salt mixing building received were higher than expected.  Konrath reported that Mike Mader, Charles Unangst and himself met with a pre-fab manufacturer for a salt storage building.  Mr. Unangst provided a timeline and approximate cost for erecting a pre-fab salt storage building.  Solicitor Prevoznik stated that the insurance needs to be reviewed to assure proper coverage. 
Motion:  Gonze moved and seconded by Konrath to reject the previous bids received for the construction of a salt mixing building since all bids received exceeded the engineer’s estimate. 
Motion carried 3-0.
Motion:  Gonze moved and seconded by Konrath to have Hanover Engineering move forward with a design, for a pre-fab salt storage building, not to exceed $6,000.00.
Motion carried 3-0. 
Zoning Officer Position
Briglia stated that there are a few unresolved questions with SFM Consulting to fill the Zoning Officer position and recommended that the Board meet with Shawn McGlynn to discuss.  Gonze stated that he would attend a meeting with SFM Consulting.  Briglia will contact Shawn McGlynn to schedule a meeting.
Act 537 Update
Briglia stated that Jake Schray would be working with Steve Dellinger on the Act 537 Plan.
131 Williams Road/Short Term Rental
The Board reviewed the Notice of Violation issued for the Short Term Rental at 131 Williams Road. 
Executive Session
Motion:  Gonze moved and seconded by Konrath to recess the regular meeting and go in to an executive session at 6:37 p.m.
Motion carried 3-0.
Motion:  Konrath moved and seconded by Gonze to reconvene the regular meeting at 6:48 p.m.
Motion carried 3-0.
Solicitor Prevoznik stated that potential litigation was discussed and that no decisions were made.
Motion:  Gonze moved and seconded by Konrath for Solicitor Prevoznik to review the Short Term Rental file at 131 Williams Road with Jake Schray.
Motion carried 3-0.
PennDOT Letter/Browns Hill Road and Route 191 Intersection
Konrath stated that an email from Angela Cooper, PennDOT, has been received regarding the intersection of Browns Hill Road and Route 191.  The email is a response to a petition received by PennDOT to improve safety of the intersection.  The email states that warning signs on State 191 approaching Browns Hill Road have recently been increased and enhanced to raise awareness of the intersection; that electrically operated signs, such as flashing warning devices approaching an intersection would be the responsibility of the Township; the lowering the speed limit to 35 mph would be the municipalities responsibility, however, PennDOT would conduct a study to determine if a speed reduction is justified if requested by the Township; and that rumble strips are not normally installed on free flowing approaches through intersections.  Mr. Unangst provided the estimated cost to install radar speed signs in both directions of the Browns Hill Road and Route 191 intersection and the Cranberry Creek Road and Route 191 intersection at approximately $22,000.00 per sign.  Mr. Unangst also provided information on the flashing warning signs.  Briglia will forward the estimated cost to install radar speed signs to Senator Scavello’s office for grant/funding purposes.
Station Hill Road
Konrath stated that he would like to look at the old Right-of-Way for Station Hill Road that connects to Route 191.  Mader will contact the current neighboring property owner to let them know that the Township will be looking at the old right-of-way.

Planning Commission Items
Most Holy Trinity Church/Lot Consolidation
Konrath stated that the revised plans for the lot consolidation for the Most Holy Trinity Church have not been received by the Township.

New Business
X-Hunt Application/Reimburse Doug Leies
Konrath stated that Doug Leies downloads the X-Hunt Application on his cell phone to use on the open space properties and recommended that the Township reimburse Doug Lieis the $29.99 for the X-Hunt Application.
Motion:  Briglia moved and seconded by Gonze to reimburse Doug Lieis the $29.99 for the X-Hunt Application.
Motion carried 3-0.
 
Reports
Solicitor – Solicitor Prevoznik confirmed with Mr. Unangst that the Traffic Impact Study draft ordinance has been recommended for adoption by the Paradise Township Planning Commission.  Solicitor Prevoznik stated that the draft ordinance would need to be sent to the Monroe County Planning Commission (MCPC) for review (which is within 45-days) and then a public hearing could be scheduled.  Briglia will forward the draft ordinance to the MCPC for review.  Solicitor Prevoznik presented information for a nuisance vehicle ordinance.  Solicitor Prevoznik stated that the International Property Maintenance Code also addresses nuisance vehicles and that the Board may want to consider adopting part or all of the International Property Maintenance Code.  Briglia recommended that a work session be held to discuss the nuisance vehicle and International Property Maintenance Code.  The Board agreed.  Solicitor Prevoznik will provide the International Property Maintenance Code to Briglia for distribution to the Board for their review.  Solicitor Prevoznik reported that he has informed Jake Schray that the firework companies should be able to provide the endorsement for the workers compensation, WC 00 0313.

Roadmaster – Mader summarized his report.   Mader confirmed that the Side Road sign has been installed on Route 191 for Rogues Path.  Briglia will notify PennDOT that the sign has been installed per their request.  Mader presented the proposal for the 2019 John Deere 410L Backhoe Loader from Five Star Equipment through CoStars Contract #4400019965.  The Board reviewed the 2019 budgeted amount for equipment.
Motion:  Briglia moved and seconded by Gonze to order the 2019 John Deere 410L Backhoe Loader from Five Star Equipment per the proposal contingent on verifying the CoStars Contract.
Motion carried 3-0.
Mader stated that Jason Smith, Hanover Engineering, is waiting to hear from DEP on the work needed to be done in the stream at Browns Hill Bridge.
Gonze asked Mader if there was any dates set for union negotiations.  Mader stated that he would follow-up with the Teamsters on obtaining dates.

Engineer – Mr. Unangst stated that his report has been covered with earlier items on the agenda.  Konrath asked if the driveway permit has been received to Discovery Park.  Mr. Unangst stated that it has and has been forwarded to Briglia.  Briglia stated that she has received it and has printed it and given it to Mader. 

PARC – Briglia reported that the NPDES permit has been received and that Linder Engineering is working on the bid package.  Briglia stated that the bid package would then be sent to DCNR for review before going out for bid.

Pocono Mountain Regional Emergency Medical Services (PMREMS) – Gonze reported that the transports for Lehigh Valley Health Network Stroudsburg Campus are being considered.  Gonze also reported that the Golf Outing fundraiser was very successful.  Gonze also reported that he has spoken with Logan Evans regarding the generator for the firehouse and that he is working with Shaedler Yesco on pricing.

Correspondence/Miscellaneous
Administrative Secretary Applications
Briglia stated that the administrative secretary ad was placed in the Pocono Record, Zip Recruiter and Indeed.  Briglia stated that over 250 applications were received through Indeed and that very few applicants are qualified and recommended that the ad on Indeed be pulled.  The Board agreed.

There was no further business or public comment.
