REGULAR MEETING MINUTES
AUGUST 19, 2019


Call to Order
Chair Konrath called the meeting to order at 6:00 p.m.   

Roll Call

Pledge of Allegiance
Konrath led the Pledge of Allegiance to the Flag.   
                             
Public Comment Statement
Konrath read the public comment statement “Ladies and gentlemen, before the Board of Supervisors votes on any matter, the Board will allow for public comment on that particular item.  If you wish to be heard at that time, please raise your hand, and you will be recognized.  A public comment period will be held at the end of the regular agenda for any other business.”
Konrath stated that the meeting is being recorded for the limited purpose of preparing the official minutes.

Approval of Minutes
Motion: Gonze moved and seconded by Konrath to approve the August 5, 2019 Board of Supervisors regular meeting minutes as presented.
Motion carried 3-0.
Motion: Gonze moved and seconded by Konrath to approve the August 5, 2019 Board of Supervisors public hearing minutes as presented.
Motion carried 3-0.

Treasurer’s Report
Briglia read the Treasurer’s Report.
Motion:  Gonze moved and seconded by Konrath to approve the Treasurer’s Report as presented.

Motion carried 3-0.

Unfinished Business
SFM Consulting-Draft Agreement – Briglia stated that she emailed the draft agreement and zoning officer job description to SFM Consulting today.
Traffic Impact Study-Schedule Public Hearing – Briglia stated that the Paradise Township Planning Commission and the Monroe County Planning Commission has reviewed the proposed traffic impact study ordinance.
Motion:  Gonze moved and seconded by Konrath to schedule and advertise the traffic impact study proposed ordinance for September 16 at 6:30 p.m.
Motion carried 3-0.

New Business
Blue Ridge Cable New Show-Pocono Explorer – Konrath reported that Scott Kovacs from BRCTV13 is developing an outdoor TV show titled “Pocono Explorer” and is planning on featuring some of the Township’s open space properties.   
Friendly Community Center-Approval to Pay – Konrath stated that the Township has received the report and invoices from the Friendly Community Center (FCC) to release the monies budgeted for the FCC. 
Motion:  Gonze moved and seconded by Konrath to accept the report and release the monies to the FCC as budgeted.
Motion carried 3-0.
Solicitor Prevoznik stated that he would have a draft revised FCC agreement for the Board’s consideration for the next Board of Supervisors meetings.  
 
Planning Commission Items

Meetings-Ordinances – Gonze stated that he has spoken with Attorney McManus regarding the Planning Commission meetings.  Attorney McManus will be taking a more active role in preparing the agenda and guiding the meetings.  Attorney McManus will also provide names of firms that provide ordinance templates for the Board of Supervisors review. 

Reports
Solicitor - Solicitor Prevoznik reported that he has spoken with Mr. Unangst regarding Chapter 142-27 bonding of roads.  Solicitor Prevoznik will draft changes to the ordinance for the Board’s review.   

Engineer – Mr. Unangst reported that Timbertek has submitted the plans for the salt mixing building.  Mr. Unangst provided the invitation to bid advertisement and timeline for the salt mixing building to the Board.  Mr. Unangst stated that he would be meeting with Aaron Palaskas, Building Inspection Underwriters, on Tuesday morning to review the draft foyer plans.  

Correspondence/Miscellaneous
2006 and 2009 International Property Maintenance Code – Mr. Unangst stated that the 2006 and 2009 International Property Maintenance Codes have been forwarded to the Paradise Township Planning Commission for review and consideration to be included as part of the short-term rental ordinance.  Briglia is to follow-up with Aaron Palaskas, Building Inspection Underwriters, for his recommendation.
Spotted Lanternfly – Gonze reported that he has spoken with Tammy Craig, United States Department of Agriculture, regarding the treatment of the Tree of Heaven for the spotted lanternfly.  Gonze recommended approving the release form to treat the Tree of Heaven on the Township owned properties. 
Motion:  Gonze moved and seconded by Konrath to sign the release form to treat the Tree of Heaven on the Township owned properties.
Motion carried 3-0.   

Other Business/Public Comment
Briglia stated that she has pulled the information for the ARLE grant through PennDOT and the Local Share Account through DCED for the Route 191 Traffic Calming signs.  The ARLE grant is no longer accepting applications, the deadline was July 1, 2019.  The Local Share Account through DCED is accepting applications until September 20, 2019.  Briglia stated that the LSA requires a $100.00 application fee.
Motion:  Gonze moved and seconded by Konrath to approve Briglia applying for the LSA grant through DCED.
Motion carried 3-0.

Executive Session
Motion:  Gonze moved and seconded by Konrath to recess the regular meeting and go into an executive session.
Motion carried 3-0.
Motion:  Konrath moved and seconded by Briglia to reconvene the regular meeting.
Konrath stated that union negotiations were discussed and that no decisions were made.
Motion carried 3-0.

Adjournment
Motion:  Gonze moved and seconded by Konrath to adjourn the meeting at 6:54 p.m.
Motion carried 3-0.
