Motion: Greco moved seconded by Alker to appoint Brown as Temporary Chairman.
Motion carried: 3-0.

Motion: Alker moved seconded by Greco to appoint Brown Chairman.
Motion carried: 3-0.

Motion: Greco moved seconded by Brown to appoint Alker Vice Chairman.
Motion carried: 3-0.

Motion: Alker moved Brown seconded to appoint Greco secretary.
Motion carried: 3-0.

Motion: Alker moved seconded by Greco to continue to hold Planning Commission meetings on the second Tuesday of each month at 5:30 p.m. at the Paradise Township Building.
Motion carried: 3-0.

Call to Order
Chairman Brown called the January 14, 2020 Regular Planning Commission meeting to order at 4:36 p.m. The meeting was held at the Paradise Township Municipal Building, located at 5912 Paradise Valley Road, Cresco, PA.

Public Comment Statement
Chairman Brown announced the following public comment statement: "Ladies and gentlemen, before the Planning Commission votes on any matter, the Commission will allow for public comment on that
particular item. If you wish to be heard at that time, please raise your hand, and you will be recognized." (At that time, please state your name for the record.)

Chairman Brown announced that the meeting is being recorded for the limited purpose of preparing the official minutes.

Approval of Meeting Minutes
Motion: Greco moved seconded by Alker to approve the Nov 12, 2019 minutes.
Motion Carried: 3-0

Motion: Greco moved seconded by Brown to approve the Dec 10, 2019 minutes. Alker abstained due to her absence at that meeting.
Motion carried: 2-0

Open Plans
None.

New Submittals for Acceptance
Terry Martin Minor Subdivision / Lot Consolidation Submission - Terry Martin presented plans for a Minor Subdivision / Lot Consolidation of land he owns that adjoin Paradise Brook Trout Hatchery. The parcel is located on both sides of Route 191. The portion to the south side is being proposed to be subdivided from the parent tract and be joined onto the lands of the hatchery.  
Motion: Alker moved seconded by Greco to accept the plan as complete application for review.
Motion carried: 3-0.
Martin submitted a letter dated January 14, 2020 requesting modifications of Sections 131-39, and 131.40.A of the Paradise Township Subdivision and Land Development Ordinance in regards to the plan submitted.
Motion: Alker motioned to recommend approval of modification for Section 131-39 and 131.40.A. to permit a scale of 1"= 100', whereas 1" = 50' is required by said sections.
Motion carried: 3-0.
Motion: Alker motioned to recommend approval of the plan submitted by Martin provided that the comments in the Hanover Engineering letter dated January 10, 2020 are adequately addressed, that there be a reduced scale overall plot showing the entirety of all the properties involved, and that General Note and Covenant 3 on the Plan is revised to reflect consolidation of all the parcels to the Solicitors satisfaction.

Proposed Ordinances
Chapter 160-12 A(3)(b) Agriculture uses-livestock
The Commission reviewed previous proposed draft changes. Solicitor McManus suggested combining the addition of the definition of Fowl and Small Animals and the proposed additions and changes to Chapter 160-12 A(3)(b) Agricultural uses-livestock into one ordinance. DeWitt to make adjustments to the document. Tabled till next meeting.

Wireless Communications Facilities Draft
The Commission resumed reviewing the Wireless Communication Facilities Draft. The Commission has questions that they would like to direct towards the Cohen Law Group for further assistance. Chairman Brown to ask to be put on the agenda for the January 20, 2020 Board of Supervisors meeting to seek authorization to contact them.

Other Business
Paradise Township resident Joel Schilling was in attendance to further address Exterior Lighting. Chairman Brown provided the Commission a copy of a generic zoning Exterior Lighting Ordinance compiled from information from Eldred, Coolbaugh & Chestnuthill Townships. Brown asked that the Commission review this material as a starting point to address changes and additions to Paradise Township's existing ordinance.

Paradise Township residents Eric & Carey Hockman where in attendance to further address previous discussions in regards to zoning district changes. The Hockman's currently own 2 properties zoned R-2. One property located on Meadowside and one property on Woodland Rd. The Commission recommended to the Hockmans to speak to the Board of Supervisors regarding this matter.
