Call to Order
Chairman Brown called the February 11, 2020 Regular Planning Commission meeting to order at 4:37 p.m. The meeting was held at the Paradise Township Municipal Building, located at 5912 Paradise Valley Road, Cresco, PA.

Public Comment Statement
Chairman Brown announced the following public comment statement: "Ladies and gentlemen, before the Planning Commission votes on any matter, the Commission will allow for public comment on that
particular item. If you wish to be heard at that time, please raise your hand, and you will be recognized." (At that time, please state your name for the record.)
Chairman Brown announced that the meeting is being recorded for the limited purpose of preparing the official minutes.

Approval of Meeting Minutes
Motion: Greco moved seconded by Alker to approve the Jan 14, 2020 minutes.
Motion Carried: 3-0.

Open Plans
None.

New Submittals for Acceptance
Terry Martin Minor Subdivision / Lot Consolidation Submission-
Motion: Alker moved seconded by Greco to recommend approval of the Planning Module and to sign the component.
Motion carried: 3-0.

Proposed Ordinances
Chapter 160-12 A(3)(b) Agriculture uses-livestock
The Commission reviewed the revised proposed draft changes. DeWitt to make minor changes to the example portion of the paragraph pertaining to Chapter 160-12 A(3)(b) Agricultural uses-livestock. Unangst to provide DeWitt with other Municipal ordinances to review in order to address restricting roosters in the Township. Tabled till next meeting.

Wireless Communications Facilities Draft
The Commission along with Supervisor Gonze had a conference call with Attorney Mike Roberts from Cohen Law Group to discuss questions related to the Wireless Communications Facilities Draft Ordinance and Design Manual. One of the main questions was the importance of having the design manual and if it could be incorporated into the ordinance. Attorney Roberts stated that the design manual can be combined into the ordinance. He recommends tightening up any language the Commission feels necessary, define any undefined and defined terms that may be open to interpretation to an unnecessary degree, and illuminate any redundancies between the two documents. This would be the case regardless as to whether or not the design manual where to be combined with the ordinance or kept separate. Attorney Roberts stated that even though there is no federally mandated time line to have the design manual or ordinance in place to keep in mind that if an application comes in whether or not requirements are set the timeline for the 60/90 day starts.

Motion: Alker moved seconded by Greco to advise the Board of Supervisors of the proposed course of action to move forward with incorporating the standards of the design manual into the body of the ordinance, and eliminate the design manual. The Commission will prepare a list of specific items they would like to include as design standards into the ordinance, and also a list of other items that may need to be adjusted in the ordinance itself. This will be addressed at the March meeting providing the Supervisors authorize the Commission to move forward in this manner, and also give further permission to correspondence with Cohen Law Group to proceed in achieving the above mentioned actions.
Motion carried: 4-0.

False Alarms
The Commission reviewed a draft of a proposed fire alarm ordinance. This proposed ordinance comes at the request of the fire company. Solicitor McManus to email DeWitt Chestnuthill Township's ordinance to review and possibly incorporate portions into the draft.

Other Business
Paradise Township resident Joel Schilling was in attendance to further address Exterior Lighting. The Commission reviewed Chairman Brown's handout, which was a generic compilation of a few adjacent townships Exterior Lighting ordinance. The Commission to review further.

Motion: Greco moved and seconded by Alker to adjourn the meeting at 6:30.
