Chair Michael Flood called the meeting to order at 7:02 p.m.

 

Pledge of Allegiance

Flood led the Pledge of Allegiance to the Flag.

 

Public Comment Statement

Flood read the public comment statement “Ladies and gentlemen, before the Board of Supervisors votes on any matter, the Board will allow for public comment on that particular item.  If you wish to be heard at that time, please raise your hand, and you will be recognized.  A public comment period will be held at the end of the regular agenda for any other business.”

PARC Intergovernmental Agreement

Vice-Chair Troutman thanked Mt. Pocono Borough and Barrett Township for attending the meeting to discuss the Pocono Area Recreation Commission (PARC) Intergovernmental Cooperation Agreement (ICA).  Troutman stated that the three municipalities' elected officials need to agree on what PARC can and cannot do before an intermunicipal agreement can be written and adopted by the three participating municipalities in PARC.  Troutman reviewed the agenda items.

Audience Members

Charlene Barry, Gene Yacuboski, Rob Romagnolo and Mike Oser from PARC; Jerry Rinker from Little League; Don Miller and Patti O'Keefe from the Regional Open Space Committee; and Christine Dettore, Monroe County Open Space and Recreation Coordinator were present.

 

Discussion started with the future vision of PARC and if PARC should remain a 9-member commission or be changed to a 3-member commission.  Shelli Angle reviewed the summary, written by Solicitor Prevoznik in 2009, regarding the meeting held with an elected official from each municipality and their solicitors to discuss PARC.

 

There was discussion on the per capita currently being paid to PARC from the municipalities of approximately $32,000.00 annually.  There was also discussion about the need for a "director", at least part-time, to oversee plans and development of Seven Pines Park and Ice Lake Natural Area.  Discussion also included whether PARC needs an attorney and engineer and if an audit to the same level as the municipalities should be required.  Finally, discussion centered on the sub-committees of PARC that would include the Regional Open Space Committee.

 

The municipalities agreed they would continue to support PARC with the $3.00 per capita and agreed that an attorney should be hired by PARC to write the ICA.  The municipalities also agreed to hold work sessions to discuss the ICA and then for an elected official from each municipality to meet and work out how the ICA should be written.   Paradise Township has already reviewed the information; Barrett Township will hold their work session this Wednesday and Mt. Pocono will hold a work session 5/9/2012.  Troutman agreed to be the representative from Paradise Township, Angle the representative from Mt. Pocono, and Stotsenberg the representative from Barrett Township.  The three representatives agreed that they could meet and have a draft ICA to the new PARC attorney, based on the combined input from the three municipalities, within two weeks. 

 

Chair Flood adjourned the joint special meeting at 9:00 p.m.
